Biographical/Historical Note

Dr. Max C. Starkloff (1858-1942) was the Chief Medical Commissioner for the City of St. Louis during the Spanish Influenza epidemic of 1916-1918. Starkloff controversially obtained agreements to close many of St. Louis's public venues during the epidemic in an attempt to curtail the spread of the contagion. He faced pressure from businessmen and church leaders to loosen the closure rules, but stood firm with the support of them-mayor Henry Kiel. Starkloff is credited with drastically reducing the death rate in St. Louis from Spanish Influenza; keeping it among the lowest of major U.S. cities.
