William C. Banton II earned his medical degree from Howard University in 1946. In 1973 he was the director of the Saint Louis County Department of Community Health and Medical Care (or DOCHMC) created by the merger of the St. Louis County Hospital and Health Department. He served in the US Air Force Reserve medical corps attaining the rank of Brigadier General, the first African-American to become a general in the reserves.
