Subjects in the photograph are unidentified, but Alice Cowdry may be standing 7th from left. Included in the folder is a letter from the Secretary to the Mayor Fred Hume, Jr. to Alice Cowdry dated February 16, 1950 that reads: "Dear Mrs. Cowdry: The picture taken by the City Photographer, when the Council on Human Relations was sworn recently, turned out quite nicely, and at the direction of Mayor Darst I am sending you a copy herewith."
